Is It Permissible to Close Roads for Wedding Events?

It is still often seen that residents close part of the road to hold wedding events or other personal needs. However, is this action permitted?

According to Law on Road Traffic and Transportation (LLAJ) and Regulation of the Chief of the Indonesian National Police (Perkapolri) 10/2012, the use of roads other than for traffic purposes is an action that uses part or all of the road outside of the main function of the road. One of these is the use of roads for personal purposes, such as weddings, deaths, and other activities. Road sections that can be used for personal purposes include regency, city, and village roads.

However, if the use of the road results in road closures, then its use is permitted if there is an alternative route and traffic diversions must be indicated with temporary traffic signs.

In addition, the use of roads for personal purposes that result in road closures must have a road use permit from the Indonesian National Police (Polri). Polri will be responsible for placing officers on these road sections to maintain the security, safety, order, and smooth flow of traffic and road transportation. Road users outside of the road's function are responsible for all consequences arising.

Road Use Permit for Personal Interests

The way to obtain a permit to close a road or use a road for personal interests is to submit a written application to the authorities. This application can be submitted to the local Regional Police Chief (Kapolda), which can be delegated to the Director of Traffic for activities that use national and provincial roads, the Head of the Resort Police (Kapolres)/Head of the Metropolitan Police (Kapolresta) for activities that use regency/city roads, or the Head of the Sector Police (Kapolsek)/Head of the Metropolitan Sector Police (Kapolsekta) for activities that use village roads.

Permit application This must be submitted no later than 7 days. work prior to the implementation of the activity by attaching requirements in the form of photocopies of the ID card of the organizer or person in charge of the activity, implementation time, type of activity, estimated number of participants, map of the activity location and alternative roads to be used, as well as a letter of recommendation from the provincial/regency/city regional apparatus work unit that handles land transportation government affairs or the village head/lurah.

However, if the permit is for the use of roads for death processions, the application can be submitted in writing or orally to a Police officer without regard to the submission deadline stipulated in the requirements above.
