| Abstract | Elections in Indonesia have experienced various shifts motivated by efforts to find the ideal form. Most recently, elections were held simultaneously combining five types of elections regulated in Article 22E of the 1945 Constitution. Various complexities and challenges of the 2019 elections deserve evaluation. Elections basically have 2 main objectives, 1) to produce a government that represents every element in society; 2) to produce a government that is able to govern well. This paper answers how the complexities and challenges of the 2019 simultaneous elections and how the ideal election time design. This study uses normative legal research methods with two approaches, namely normative juridical and conceptual. This study found, first, there were technical complexities in the Implementation of the 2019 Simultaneous Elections, namely the workload of organizers, especially KPPS, a significant increase in the Election budget and voter confusion due to too many types of elections which had implications for too many candidate lists. Second, the Constitutional Court has determined 6 models of simultaneous elections that are constitutional, this can be considered judicial legal politics. The legislature must immediately follow up on the Constitutional Court's decision with changes to the election law that adopt one of the election synchronization models. |
