Enactment of Legislation

New content in Law Number 12 of 2011 concerning the Establishment of Legislation as an improvement to Law Number 10 of 2004 concerning the Establishment of Legislation (State Gazette of the Republic of Indonesia of 2004 Number 53, Supplement to the State Gazette of the Republic of Indonesia Number 4389), namely: the addition of Decrees of the People's Consultative Assembly as a type of Legislation and its hierarchy is placed after the 1945 Constitution of the Republic of Indonesia; expansion of the scope of planning for Legislation which is not only for the National Legislation Program (Prolegnas) and Regional Legislation Program (Prolegda) but also planning for Government Regulations, Presidential Regulations, and other Legislation; regulation of the mechanism for discussing Draft Laws on the Revocation of Government Regulations in Lieu of Laws; Regulation of Academic Texts as a requirement in the preparation of Draft Laws or Draft Provincial Regional Regulations and Draft Regency/City Regional Regulations; regulations regarding the participation of Legislative Drafters, researchers, and experts in the stages of Legislation Formation; and the addition of techniques for preparing Academic Texts in Appendix I of this Law. The systematization of the main material in Law Number 12 of 2011 concerning the Establishment of Legislation is: principles of Legislation formation; types, hierarchy, and content of Legislation; planning of Legislation; preparation of Legislation; techniques for preparing Legislation; discussion and ratification of Draft Laws; discussion and stipulation of Draft Provincial Regional Regulations and Draft Regency/City Regional Regulations; promulgation of Legislation; dissemination; public participation in Legislation Formation; and other provisions containing the formation of Presidential Decrees and state institutions and other government bodies.
