Jakarta, LiterasHukumCom - Jember Deputy Regent, Djoko Susanto, reported Jember Regent, Muhammad Fawait, to the Corruption Eradication Commission (KPK). Djoko stated that he was ignored in the implementation of government duties and asked the KPK to carry out special guidance and supervision so that the principles of clean and good governance run in Jember.
Jember Deputy Regent Writes to KPK
KPK spokesperson, Budi Prasetyo, confirmed receipt of the letter related to the implementation of coordination and supervision duties in the regional government. In the letter, Djoko emphasized the neglect of the duties and functions of the deputy regent for approximately the last six months, referring to Article 66 of Law 23/2014 concerning Regional Government.
Neglect of Duty and AUPB
Djoko said that he was not involved in the formulation of policies and official agendas of the regional government. This condition is considered to hinder the application of the general principles of good governance (AUPB).
Six Points of Problems Reported
- TP3D overlaps with the duties and functions of the deputy regent.
- ASN meritocracy does not work, potentially reducing professionalism and prone to corruption, collusion and nepotism.
- The Inspectorate is considered weak and not independent; there are ASN who are forced to resign after the examination.
- APBD management is not transparent.
- Regional asset governance is weak, including the use of official vehicles by unauthorized parties.
- OPD coordination with the deputy regent is hampered, resulting in ASN disobedience; the deputy regent's financial and protocol rights are not realized.
KPK Response: Assistance and Supervision
KPK emphasizes its commitment to assisting corruption prevention in regional governments through instruments Monitoring Controlling Surveillance for Prevention (MCSP) which focuses on eight areas: planning and budgeting, licensing, procurement of goods/services (PBJ), ASN management, strengthening APIP/inspectorate, asset management (BMD), optimizing regional revenue, and public services. KPK also encourages public participation as a form of collaborative governance in regional development.
