TUAL CITY, Legal Literacy – Second Constable Masias Victoria Siahaya (Second Constable MS), a member of the Mobile Brigade Corps (Brimob) who allegedly abused Arianto Tawakal (14), a student of MTsN 1 Southeast Maluku, to the point of death in Tual City, was sanctioned with Dishonorable Discharge (PTDH) or dismissed from the National Police. The decision was handed down through a hearing of the National Police Code of Ethics Commission (KKEP) at the Maluku Regional Police.

Chief of the Maluku Regional Police Police Inspector General Dadang Hartanto stated that the KKEP imposed the PTDH sanction after Second Constable MS was deemed to have violated a number of police ethical provisions, including the prohibition of acts of violence. He emphasized that the National Police does not provide space for personnel who injure professionalism and damage public trust.

“The National Police does not tolerate any form of ethical code violations and violent behavior. The handling of this case is carried out objectively, transparently, and fairly,” said Dadang in a press statement after the ethics hearing on Monday (24/2/2026) evening.

Ethics Hearing Presents 14 Witnesses

The KKEP hearing against Second Constable MS took place with the presentation of 14 witnesses. Of that number, 10 witnesses were present in person at the trial, while the other four witnesses provided information via online conference. In the facts of the trial, the panel assessed that Second Constable MS violated the obligation to maintain the honor of the institution, adherence to legal norms, as well as the prohibition of violence and inappropriate behavior.

In addition to the PTDH sanction, Second Constable MS is also said to have undergone administrative sanctions of special placement (patsus) for five days. Regarding the KKEP decision, Second Constable MS stated “thinking about it”, which means he still has the right to appeal according to the mechanisms and deadlines stipulated in the internal rules of the National Police.
